Catalonia analysis of 2016 statistical data on gender violence

Executive Summary

Feminicidio.net analyzes the 2016 statistical data on gender violence in Catalonia from the Consejo General del Poder Judicial (CGPJ). They present maps and graphics with detailed overviews of data in each territory of the Spanish State. The purpose of this article is to provide a tool that makes it easier in each territory of the Spanish State to detect the successes and failures of the treatment of gender violence by the justice system. More specifically, this report focuses on the study of data on the judicial treatment of gender violence, taking into account its year-by-year evolution from 2010 to 2016. The report discusses gender-based violence reports to police, prevalence rates of complaints, waivers of the process, orders and protective measures, sentencing, and violations of restraining orders within Catalonia.

Key findings:

Complaints for gender violence and black numbers: The average rate of complaints in Catalonia is lower than the state average: 51.10 complaints per 10,000 women. The maximum rate of complaints, since 2002, occurred in 2008. 

Resignations: The percentage of resignations, or waivers of the process, in Catalonia was 12.58%. 

Orders and protective measures: In 27.66% of complaints in Catalonia, requests for order and protection measures were requested. Only 42.62% of requests were approved, with Barcelona and Girona accepting the fewest requests.

Convictions: In Catalonia, a conviction was handed down in 18.83% of the complaints. 

Violations of restraining measures and prohibition of communication: There was a significant increase in the number of violations of protection measures in 2016. 

As a general conclusion, throughout the report we have found that the data for Catalonia reflect a very poor judicial treatment of gender violence, except in the province of Lleida where the victims receive treatment that is much more appropriate to the reality and needs of the women.
